氣象數據安全防護體系建設探索與實踐

摘要： 數據安全的重要性已是普遍共識，它涉及個人隱私、企業商業秘密和國家安全等多個層面。氣象數據作為氣象部門最重要的資產之一，一旦泄露，將會帶來重大社會影響。針對氣象數據安全可能面對的各種安全威脅和風險，詳細介紹了氣象數據安全防護體系建設的思路，提出了從數據安全管理、數據安全監測預警、數據安全防護、數據安全應急處置等方面來保障數據安全，為其他部門構建數據安全防護體系提供參考。

Abstract： The importance of data security has been widely recognized, which involves many aspects such as personal privacy, business secrets and national security. Meteorological data is one of the most important assets of meteorological departments, and once the data is leaked, it will bring significant social impact. In view of the various security threats and risks that meteorological data security may face, this paper introduces the ideas of meteorological data security protection system construction in detail, and puts forward data security management, data security monitoring and early warning, data security protection, data security emergency disposal and other aspects to ensure data security, so as to provide references for other departments to build data security protection system.

引言
隨著信息技術和人類生產生活交匯融合，各類數據迅猛增長、海量聚集，對經濟發展、人民生活都產生了重大而深刻的影響。數據安全已成為事關國家安全與經濟社會發展的重大問題。近年來，國家高度重視數據安全，發布了《數據安全法》，聚焦數據安全領域的風險隱患，加強國家數據安全工作的統籌協調，確立了數據分類分級管理，數據安全審查，數據安全風險評估、監測預警和應急處置等基本制度。
氣象數據是氣象部門最重要的資產之一［1］，在氣象業務體系中，數據是氣象業務的基石。氣象數據具有典型的大數據特點，每天的氣象觀測、預報及服務業務都產生海量數據，氣象數據安全對氣象部門來說是非常重要且必要［2］。如果氣象數據出現問題，業務體系必然受到影響，進而影響氣象服務保障能力以及經濟社會正常運行，甚至威脅國家安全、公共利益以及相關部門的合法權益。本文針對氣象數據安全防護體系建設進行討論［3］，分析氣象數據安全面臨的風險挑戰，并以重慶氣象為例，提出了氣象數據安全防護體系建設思路，以更好地保護氣象數據安全，推動氣象數據有序流動和依法依規使用。
