數據資產登記平臺建設的現狀研究與對策建議

摘要： 數據資產登記平臺是面向數據要素市場提供數據產權登記、流通憑證等多方位服務的重要載體，有利于高質量數據資產的集聚，為建立一體化數據要素交易市場、提升數字經濟發展能級提供強力支撐。通過文獻分析和現狀分析，歸納總結了數據資產登記平臺面臨登記客體規范、數據關聯、互聯互通、安全風險、溯源取證等方面的挑戰，并從制度管理機制、跨鏈交互技術、平臺生態系統三個維度提供平臺建設對策，以期為數據資產登記確權工作推進提供堅實的依據。

Research on current situation and countermeasures of the data asset registration platform

Abstract： The data asset registration platform is an important carrier for providing multi-faceted services such as data property rights registration and circulation vouchers. It is conducive to the agglomeration of high-quality data assets, and provides strong support for the establishment of an integrated data element trading market and the improvement of the development level of the digital economy. Through literature analysis and current situation analysis, this paper summarizes the challenges faced by data asset registration platforms in terms of registration object specification, data association, interconnection, security risks, traceability and forensics. The study provides platform construction countermeasures from three dimensions: institutional management mechanism, cross-chain interaction technology, and platform ecosystem, in order to provide a solid basis for the promotion of data asset registration and rights confirmation.

引言
隨著促進數據資源高效流通、推動數據要素價值釋放的需求不斷增加，數據資源的規范管理和評估計量的重要性愈發顯現。國家層面不斷加強數據登記制度的總體部署，2016年12月，國務院《“十三五”國家信息化規劃》對數據資產登記制度的完善首次提出要求。2021年，《要素市場化配置綜合改革試點總體方案》《“十四五”國家信息化規劃》《“十四五”大數據產業發展規劃》《“十四五”數字經濟發展規劃》陸續出臺，對數據要素市場運營涉及的數據資產登記確權、評估服務、定價機制、流通交易等相關制度和體系完善工作提出了要求?！吨泄仓醒?國務院關于構建數據基礎制度更好發揮數據要素作用的意見》（下文簡稱“數據二十條”）提出建立三權分置的產權運行機制，探索數據產權登記新方式及披露機制。整體來看，數據資產規范登記逐步成為數據資產入表、數據流通交易、數據安全監管的關鍵環節。數據資產登記平臺作為確權登記的重要載體，筆者認為通過分析現階段數據資產登記平臺建設的現狀、挑戰與功能需求，結合規范性制度約束、支撐性技術保障、橋梁性生態培育，將有助于更好發揮數據資產登記確權對數據要素市場化配置改革的保障作用。
